Interim Center Director

Having been in the PACE model for over 10 years, I feel there is no better model for the older adult population. I feel each day it is a privilege and honor to drive the care plans and recommendations of each discipline to improve the quality of life of each participant coming through the door. I enjoy hearing success stories in how the PACE model has change the lives of our participants and keeping them as independent as possible.

Jenny Singh has held Center Director positions at both On Lok and Center for Elder Independence PACE models in northern California. She has helped open centers and managed strong multi-discipline teams. Her passion for helping the older adult population is within her background as a Recreational Therapist. Her passion for providing recreational therapy has led the path in creating a community environment among both participants and staff.    

Jenny received her bachelor’s and master’s degree in Recreation Therapy with options in Leisure, Hospitality, and Management from California State University of the East Bay.
Jenny has served as our ADHC Manager in our Sacramento Center for over a year. She has proven to be a great resource and advocate to our staff new to PACE and our participants. Jenny has embraced all aspects of her job functions and has taken on much more responsibilities in the Center including COVID vaccinations and tracking records, superuser to Beacon for the Center handling compliance related functions, and most recently our assessment and care plan process. Jenny has set up a strong activities and dining program and active PAC board at the Center.

Professional Bio

Regional Medical Officer – Western Region

My parents often boasted that they were blessed with kids in the medical industry to help them maneuver through the complexity of healthcare. Under the PACE program, every participant has a “family” support team - which is exactly why I joined InnovAge.

Dr. Tsay is an internist with both medical practice and administrative experience. She recently was the chief medical officer of Prospect Medical Systems, a management service organization providing administrative support to individual physicians and medical groups caring for over 200,000 commercial, Medical Advantage, and Medicaid HMO members in Southern California. She has also worked for America’s Physician Groups, the leading U.S. trade association for accountable physician organizations, Blue Shield of California, and an independent physician association group.
 
Dr. Tsay received her medical degree from Albert Einstein College of Medicine in the Bronx, New York, and completed her internal medicine residency at the University of California, Irvine (UCI). She also holds a master’s degree in business administration from the UCI Paul Merage School of Business.
Professional Bio

Team intelligence is key in the person centered care of frail older adults. My philosophy with healthcare teams is care that centers on improving patient safety and functionality. PACE promotes a holistic approach with attention to the wellbeing of the participant and the stability of their support system.

Dr. Mandal earned her medical degree from Hahnemann University School of Medicine in Pennsylvania and a Master of Science in Health Administration and Inter-Professional Leadership at the University of California, San Francisco. After completing a residency in Internal Medicine at Albert Einstein College of Medicine in New York, she is currently board certified in Geriatrics and Internal Medicine. 

Before joining InnovAge, Dr. Mandal worked with Dignity Health in Sacramento to build community-based palliative care. She also served as Medical Director at HCR Manor Care leading an interdisciplinary team of professionals in incorporating medical, psychosocial, emotional, and spiritual aspects into person-centered clinical decision making. 
 
Dr. Mandal was recognized as Physician of the Year by the California Association for Health Services at Home (CAHSAH) for her innovative work in health care with Eskaton Home Health Agency. She is an Assistant Professor at the University of California, Davis. Dr. Mandal, her spouse, and three children enjoy gardening, cooking, reading, and travel.

What I most enjoy about working with aging adults is hearing their remarkable stories.

A love of dentistry is in Dr. Hanrahan’s family genes. He is a second generation dentist, following in the footsteps of his father. He feels fortunate to have thrived in this rewarding career.

Dr. Hanrahan attended University of the Pacific Dental School in San Francisco, California, where he received his Doctor of Dental Surgery (DDS) degree. Upon graduation, he practiced general dentistry side-by-side with his father in a small family dental office in Garden Grove, California, where he has been practicing for nearly 40 years before coming to InnovAge. His professional memberships include the American Dental Association and the California Dental Association.

He's also a caregiver for his 88-year old mother. He enjoys watching baseball and listening to blues music — he has over 400 albums in his collection.
